Is this true? Have Muslims neglected the deen, allowing it to fall into disrepair, placing Muslims around the world at a disadvantage to people of other faiths? If so, what are we going to do to put this right?

Yes, I agree with this. It’s true we have, we’ve taken Islam by name but we don’t show it in our actions.
We need to start practising our faith or stop pretending we are Muslims.
I’m confused. Could this really be a quote from the Ataturk? I thought he had no time for the Khilafah… Or religion… (I don’t know enough about him)
In answer to the question in your title. The answer is ‘yes’.
In answer to ‘how’? I believe devotion to Islam (as culture – and its baggage, accumulated via history) is the wrong road. I believe devotion to Allah (via getting to know and live Islam – the deen) is a step in the right direction.
In reality, the fuller answer is always more complex.
